Land Use Vision

Open Space and the Watershed
Parks, a trail network, greenways, wetlands, preserving the integrity of the limestone bluffs and developing strategies for the creative and sustainable stewardship of the watershed are all integral components of the Master Plan.

Commercial Development
New commercial developments will provide new shopping alternatives and quality jobs while incorporating design characteristics and streetscapes that adhere to the guidelines and long-range vision of the Master Plan.

Mixed-use Development
Mixed-use development zones will integrate a variety of users and architectures: row homes next to a shop, a loft over an office, or a small office building near a single family home. Ideally, a mixed-use development allows someone to live, work, and do a little shopping without having to get in a car.

Residential Growth
In addition to mixed-used, where residential properties are integrated with commercial and other developments, the Master Plan encourages judicious growth of low-density residential with a focus on smaller scale housing footprint that protect existing neighborhood open spaces and maintain the natural feelof the landscape. The Plan also emphasizes medium-density residential neighborhoods that promote local businesses and pedestrian-friendly development.

Light Industrial Development
The Master Plan envisions a diversity of light industrial facilities that provide jobs for residents in nearby housing and resemble traditional office buildings, with "higher design" buildings and creative, well-maintained landscaping.

Large Industrial/Distribution Development
The Master Plan calls for thoughtful and judicious long-term industrial development that adheres to the design guidelines of the Plan and employs Best Management Practices such as innovative stormwater management, landscape berms and thick plantings that act as buffers and screens, proper materials disposal, careful site selection, sustainable building practices, and use of green roof technology.

Civic Structures
In many cases Riverside's civic structures – City government, schools, facilities and operations, fire and police stations, libraries, and any other facility run with public funds – represent a higher quality of design that new projects should strive to match.
