Police Biographies
 Chief Gregory Mills
Gregory Mills became the Director of Public Safety in March, 2005 following his retirement after 29 years with the Kansas City, Missouri Police Department.
In addition to extensive experience in policing, Director Mills' formal education includes a Master's Degree in Public Affairs, graduation from the F.B.I National Academy, and graduation from Harvard University's Program for Senior Level Executives in State and Local Government.
Captain Michael Costanzo
Michael Costanzo has been in public safety since 1989, having received academy training in both police and fire service. Since coming to the Riverside Department of Public Safety in 1995, Captain Costanzo has had a variety of assignments to include uniformed patrol and being the first School Resource Officer for Park Hill South High School. Captain Costanzo has commanded both the Police and Fire Divisions for Riverside.
Captain Gary McMullin
Captain Gary McMullin began his career with the Riverside Department of Public Safety on July 7, 1994 as a reserve Public Safety Officer while continuing his service with the Platte County Sheriff's Department. In July of 1995 McMullin accepted a full-time position with Riverside, MO as a Public Safety Officer. McMullin was later promoted to the rank of Sergeant in 2000, and promoted to the rank of Captain in 2005. He has received sixteen (16) awards and commendations throughout his thirteen-year career and has participated in four (4) major career projects within the Public Safety Department. Captain McMullin attended the Police and Fire Academy through the University of Missouri and has attended over 1200 hours of additional police and fire training since his graduation.
Fire Division Chief Gordon FowlstonFire Division Chief Gordon, "Gordy," Fowlston started his career in the fire service in 1991 as a volunteer firefighter. He quickly developed a passion for the profession and became a full time firefighter/emergency medical technician, later advancing his career to include Fire Marshal, Fire Investigator, Engineer, Fire Inspector, and Haz Mat technician/specialist. Fowlston has an Associate’s degree in Fire Science, is working on completing a Bachelors degree in the same field. He has received more than 2000 hours of skills/training certifications. Fowlston has also attended the National Fire Academy numerous times, and additional training sessions, including Firefighter 1 & 2, Fire Officer, and Human Resources.
Operations Support Director L. Michael Shelton
L. Michael, "Mike," Shelton is a 38-year veteran in the emergency response industry, serving as an emergency medical technician, law enforcement officer, fire fighter and emergency management/homeland security specialist. He has more than 30 years experience with the Riverside, Missouri Department of Public Safety, and is currently the Operations Support Director. Shelton is a certified Law Enforcement Officer, Fire Service Instructor, Fire Investigator, and Fire Fighter. He is also a board member to the Mid-America Local Emergency Planning Committee, Metropolitan Emergency Managers Committee, Northland CERT, Kansas City Arson Task Force and the State Emergency Management Director’s Advisory Committee. Other memberships include Professional Fire & Fraud Investigators Association, Missouri Peace Officers Association, National Association of Amateur Radio, Northland Amateur Emergency Radio Service, Fidelity Lodge 339, and a life member of the National Eagle Scout Association.
